Todd Weiler is an executive who has provided visionary, intelligent, and compassionate leadership
throughout his more than 30-year career as a CEO, COO, Government Executive and Combat Veteran.
With a unique blend of private and public-sector experience, he has led some of the most innovative public policy
initiatives and built diverse, successful commercial enterprises.
After serving in the Obama-Biden Administration, Mr. Weiler returned to the private sector by starting a company
focused on human capital solutions for clients across the U.S. His current firm, Blue Rose Consulting Group is a
SBA-certified HUBZone, Veteran-owned small business. Mr. Weiler and his team of professionals are delivering
innovative human capital and IT solutions to improve government and private sector performance and streamline
organizations. His commitment to those economically struggling communities outside the military gates is a main
reason he created a HUBZone company and works to employee from those communities and the military families
and veterans that live there.
In his most recent public service as the Assistant Secretary of Defense for Manpower and Reserve Affairs, Mr.
Weiler served as a Senate-confirmed executive leading efforts to eliminate barriers and promote opportunities for
military service. Directing an organization of over 25,000 and overseeing programs with a direct impact on over 2.8
million military and civilian members, he led a series of game-changing initiatives that included the implementation
of opening combat positions to women and fair and predictable religious accommodations. He spearheaded
turnaround operations for troubled programs and revamped existing programs to perform better, such as the critical
initiative that facilitated employment placement for 100,000 military spouses. He is perhaps most publicly noted as
having fought to ensure that transgender Service members would be allowed to serve openly. He ordered the
implementation of transgender protections for family members that were being discriminated against in the DoD
school systems. The protections he implemented not only helped children at school, they protected military children
participating in MWR activities and after school programs. Even after leaving the Pentagon, Mr. Weiler remains a
recognized leader of promoting a military that is more reflective of the society it serves.
Mr. Weiler’s private sector experience includes entrepreneurial and C-level roles in start-up, small and medium-sized
businesses. He developed turnkey strategies that translated into highly successful results, including marketing and
communications solutions for 50 non-profit organizations and the build-out of key social networks for military
families and wounded warriors. As a hands-on executive and Board Member, Mr. Weiler has driven growth for
national corporations 20-fold and led marketing efforts to produce new vertical offerings.
On Inauguration Day 1993, Mr. Weiler began his Pentagon experience as the White House Liaison. He later served
as the Deputy Assistant Security of the Army for Manpower and Reserve Affairs. Mr. Weiler established a record of
key accomplishments that included the deployment of a distance-learning program that saved the department
billions in travel costs and helped stabilize Service members at home.
Mr. Weiler is a decorated combat veteran and served in Operations Desert Shield/Storm.
He is also the author of Untamed Equality, focused on policy challenges faced in a new age of equality and their
effect on the safety and security of the nation.
Mr. Weiler lives in Ashburn, VA with his husband and son.
